This episode is about the various people who emancipated slaves and the multiple documents that were involved in the process.
On April 16, 1862—--The second Emancipation Proclamation was issued by Congress. It was called the District of Columbia Compensated Emancipation Act. The act freed slaves in the District of Columbia and compensated owners up to $300 for each free person.
