Darius 'D-Boy' Jensen was pronounced dead from a car bomb explosion. But is he really dead? His only living sibling, Jay-Roc, knows the truth and he's been keeping the secret for 7 years. D-Boy and his lawyer, John, exiled themselves to Dubai until the 7-year statute of limitation of investigation was up. D-Boy and John were excited and anxious to go back home to the United States. What they didn't know was that Special Agent Heron dispatched an agent to monitor and keep tabs on his brother Jay-roc.

J-Roc was running American D-Boy Records and clothing line that D-Boy founded before his supposed demise. He signed a group called the Billigoats that became the biggest rap group in history. Jay-roc planned a tour to Dubai as a way to sneak D-Boy and John back into the United States, but there is a glitch. One of the Billigoats is murdered on the last day of the tour which makes it difficult for them to get back to the States without raising some suspicion.

Meanwhile, Special Agent Heron sealed a treacherous deal with a Mexican drug cartel called Lost Souls. The plan was to open up the southern border to allow thousands of Lost Soul soldiers into the United States. Two of the Lost Souls soldiers, The Diaz Brothers, staged a coup and started their own organization based in Atlanta, Georgia. The Diaz Brothers quickly become competition for the Lost Souls Cartel with their own brand of highly potent cocaine labeled 'Super-Coke' that was sweeping the nation.
