    Chapter 4 opens with a sobering reality: extreme heat is no longer an occasional event — it is the new normal. Heatwaves are arriving earlier, lasting longer, and growing more intense, and Black communities face this crisis with fewer resources and more vulnerabilities than anyone else.

    The chapter's centerpiece is the feedback loop effect — a compounding cycle where heat generates more heat. Urban surfaces like asphalt, concrete, and dark rooftops absorb solar energy all day and release it at night, preventing communities from ever fully cooling down. Air conditioning worsens this by pushing hot air back outside, straining power grids and raising the risk of blackouts precisely when people need relief the most.

    This isn't accidental. The chapter draws a direct line between redlining and environmental injustice — decades of disinvestment left Black and Brown neighborhoods with fewer trees, older housing, poor insulation, and aging infrastructure that buckles under heat stress. The Urban Heat Island effect hits hardest where historical neglect runs deepest.

    The chapter then walks through regional predictions — from the Southwest's life-threatening 110°F highs, to the Southeast's deadly wet-bulb humidity, to a poorly prepared Northeast — before detailing how power grids and water systems collapse under heat pressure, and how those failures land disproportionately on Black and poor communities through longer outages, contaminated water, and spiraling costs.

    The chapter closes with a clear-eyed social justice framing: the climate crisis is not color-blind. Energy poverty, environmental racism, and systemic neglect mean the people least responsible for climate change are absorbing the worst of it. The solution, the author insists, won't come from waiting on government — it will come from communities organizing and solving problems themselves.
