The world built an entire architecture to keep itself safe from the bomb. Inspectors, treaties, satellites, hotlines. Against the other weapon of mass destruction, it built a treaty with no inspectors at all.
That is not an oversight. It is a decision, renewed every few years by governments that would rather not know what is inside each other’s laboratories.
The uncomfortable part is what has happened since. The skills and equipment that once needed a state program and a vast budget have quietly become ordinary. The same biotechnology that produces vaccines and cures can be turned around, and the barrier that used to separate the two keeps getting lower. Meanwhile the oldest and largest germ warfare program in history was never fully accounted for, and the people who ran it never fully explained where its work went.
Then there is the problem that makes biosecurity different from every other defence question. A bomb announces itself. An outbreak does not. By the time anyone is certain an attack happened, the evidence has already replicated, spread and mutated beyond the point where blame can be proven — which means deterrence, the thing that kept the nuclear age from ending, may simply not work here.
This is the story of the treaty that cannot inspect, the programs that were never dismantled, the research scientists themselves have tried to ban, and the reason pandemic preparedness collapsed the moment it was tested.
The atom was always the easier enemy. It could not hide, and it could not spread.
