For the last six years, the Mad Dogs have been fighting a two-front war against the Organization and the rouge Councilmembers who disagree with the Mad Dogs methods. While the war rages on, Doc has steadfastly been creating a serum which would allow humans to be turned into Mad Dogs with just a shot.
