Three racist cops plan a takeover of the city of Chicago. The plan has been gestating since they were recruited in high school. They need one more recruit Philip Black, a part of their academy unit section. When his life is struck by tragedy, the cabal moves in a recruits him.
If he accepts, he will be part of the takeover. If he declines, he will be "taken care of".
Who can he trust?
Detective Madison Miller is part of the homicide unit at his district. She's tasked with trying to catch a serial killer and trying to find a link for the death of 18 people, whose only common link is the manner of their death.
Can detective Philip Black and Madison Miller find a way to stop this murderous cabal before they take over Chicago?
