During training, famous aviator and movie producer, Howard Hughes, lures Midshipman Nick into a mock dogfight. Hughes is impressed with Nick’s skill and offers to hire him. Nick’s college dreams stand in the way, and he politely turns Hughes down. However, their paths cross again as they struggle to retrieve stolen American technology .

In 1936 the Japanese Intelligence Service and the Black Dragons remain active in California. And they have a new partner, the Third Reich.
