Toby “Trotty” Veck, a humble and tender-hearted messenger, struggles each day under the crushing weight of poverty and the harsh indifference of the society around him. A man of simple faith and steadfast spirit, he finds his hope tested by the injustices he witnesses—the arrogance of the wealthy, the despair of the poor, and the cruel suggestion that the downtrodden are to blame for their own misery. On a bleak New Year’s Eve, as Trotty listens to the ancient church chimes echoing through the fog, a strange and wondrous transformation occurs.

Filled with an array of comic characters, The Chimes tells the story of Toby Veck, a humble porter whose loses his faith in human nature at the hands of his presumed social superiors but regains it thanks to the spirits of the bells. Like its predecessor, it carries a heartfelt plea for charity and brotherhood and examines such distressing themes as suicide and infanticide as well as the question of whether the poor have any right to live at all.

On New Year's Eve, an elderly ticket porter, Toby "Trotty" Veck, a hardworking but poor man, is disillusioned with the state of the world. Trotty has always fancied that the bell chimes of the nearby church offer him encouragement when he is most in need. On this particular night, he is drawn to the church tower, where he is greeted by the spirits of the bells and their goblin attendants who show him a vision of the future.
