Harper Williams and Rosa Dabiri, inseparable partners in the counter-terrorism division Legacy, find themselves, their organization, and the evolution of the humanitarian food-chain, flipped upside down as a series of catastrophic events separates them from the rest of the Legacy teams and forces the chain of command to go silent. Lost, alone, injured, and with no supplies, they must do what Legacy does best; Survive.

It all started as a milk run: a working vacation on New Arcadia, the neo-Victorian and Edwardian steampunk orbital, with cards and booze and filthy jokes aplenty. Then it became a bigger — but still low-stakes — job involving stolen Egyptian artifacts with a payday almost too good to be true. How it ended up, though, might have involved going to war with a bloodthirsty outlaw gang of neo-Nazi, neo-pagan, cybernetic, steampunk biker werewolves and trying to prevent the Viking apocalypse. Maybe with the help of half-alien Jesus, an ancient cat goddess, and a small army of berserker dwarves.

In the years following the catastrophe, the community stabilized and found ways to meet its needs - and even thrive - despite the constant challenges. However, while the radiation zones which created the Eureka Bubble protected the area from the worst ravages of the apocalypse, they also caused severe resource limitations which have become more acute over time and, eventually, the Bubble is going to burst.
