Democrats have so many volatile interest groups to consider act this point that the only way to avoid offending them is to avoid staking out clear positions on what can and can't be done.
Dems vote on issues, GOP votes on ideas. If Kamala tells interest groups that the issue you want solved isn't on her gift list, they're gonna ask what is. But if she just says "hey, Christmas is coming, you never know what Santa might bring" she can keep them engaged.
