      Vouchers are being granted mostly to parents who already have children in private schools. Some private schools are shut out of that because they are being classified as being training grounds for 'terrorists', without proof or even examination. We discuss criteria, oversight (none), and the effect on public schools, effect on rural schools in Texas.
