Mr. Angutoko Paulino Jacinto is the chairperson of the Arua City Union of Perseon with Disabilities (ACUPED). During the implementation period of We are Able (2021-2025) he experienced serious improvements for people with disabilities - like Mr. Jacinto himself. The most important change is that the government bodies have become aware of the existence and the endless possibilities of people with disabilities.
