As Sir Andy Cooke leaves HMICFRS, he talks to Catherine Levin about his five years leading the inspectorate.

Reflecting on what he's seen from police forces, he reinforces the need for them to get the basics right. Leaving just after the government published the police reform white paper that could see the creation of a national police service and with changes in governance, Sir Andy shares his optimism for the new approach.
