It has been said that no facet of investigative work is more open to improvement through practice than the techniques used in conducting surveillance. Surveillance is not, and should not be, regarded as a haphazard “hit or miss” operation. Prior preparation and planning are essential because once the operation has commenced, opportunities to reorganize it are extremely challenging. Given the existence of this difficulty, it is of paramount importance to understand why surveillance is being done and how it is to be executed.
