Dr. Clay has made himself comfortable in prison and has even managed to bully his way through to becoming one of the most feared inmates in prison. Life for him seems to be going well until he starts receiving visits from a person who insists on helping him with his vengeance quest. The person's insistence serves to rekindle the dying flame in Dr. Clay, and he begins to plan on breaking out of prison.

Word reaches him that people are beginning to die as a result of his lethal chemical, which prompts him to formulate a chemical formula for an antidote. Detective Moore is once again tasked with finding the core of the chemical and stopping its circulation before the country is brought down to its knees. He makes countless trips to prison with the hope that Dr. Clay will reveal to him the formula, but, as expected, Dr. Clay is adamant and resorts to spiting him and terming him the most incompetent detective in history.

With the help of Nigel Ying, Dr. Clay is able to escape from prison and seeks refuge in the ranch of a longtime friend, Jim Mason. Operating from a warehouse in the ranch, Dr. Clay is able to come up with an antidote for his remnants. He also comes up with larger quantities of the lethal chemical and is ready for action.
