John Wolfe works for a secret organization tasked with eliminating the monsters who slip through the justice system. When the law fails and the evidence isn't enough, Wolfe becomes judge, jury, and executioner.
His latest assignment leads him to a remote motel and a sadistic killer hiding behind the role of innkeeper. Local police believe the man is responsible for several brutal murders, but the evidence is only circumstantial. Wolfe's job is to watch, study the suspect, and determine whether the man truly deserves the ultimate punishment.
But as Wolfe closes in on the truth, a young couple checks into the motel for the night—unaware that Room 23 has been prepared specifically for guests like them.
