When the Appraisal, the top scientific study in the nation, randomly selects all anomaly participants, the government is forced to renegotiate its timeline to eliminate everyone who does not fit the Human Standard. Citizens pulled into the yearly study are given access to knowledge that the rest of civilization isn't privy to and are called to fight for freedom in the effort to save humanity.
