This document outlines the design for implementing, training, and running the See Say Act initiative—the LMS course delivered to (A) perimeter employees at member authorities and (B) the Security Circle of adjacent businesses (hotels, rideshare, truck drivers, concessions). It covers human trafficking awareness, wildlife/animal trafficking awareness, and general preventive security — unified under one reporting habit rather than three separate programs.
Phase Two — the public affairs program, partner onboarding, and visual PR materials (posters, bathroom-stall cards, signage) — is addressed separately once this training architecture is settled, since the PR materials should point to an existing reporting pathway rather than the reverse.
