  • Whose Side Is CAI On? Dawn Bauman, CEO of Community Associations Institute
    21 Oct 2026

CAI represents over 50,000 members across the community association management industry. Homeowners and board leaders, community managers, management companies, and business partners all sit under the same tent. They share a trade organization, attend the same conferences, and rely on the same advocacy infrastructure. What most people in this industry haven’t stopped to consider is what happens when those four groups want different things at the same time, and the organization representing all of them has to decide where to put its weight?

In this episode of Guilty by Association, host Maegan Woytek sits down with Dawn Bauman, CAE, CEO of Community Associations Institute and one of the most influential voices in community association governance. They dig into the real tension behind CAI’s big-tent membership model, why homeowners and board members are the same stakeholder group (and what changes when you frame it that way), how business partner sponsorship dollars and exhibitor fees create questions about advocacy independence, what happens internally when a policy fight splits the membership, and why the community managers carrying the most weight in this industry often have the least leverage in the room where decisions get made.

    Chapter Breakdown:

    • 00:00 - 05:44 - Intro with Dawn
    • 05:44 - 08:30 - Change Is Hard and It Takes All of Us
    • 08:30 - 12:01 - CAI’s Stakeholders
    • 12:01 - 14:50 - Get Involved, Build a Chapter
    • 14:50 - 19:28 - Advocacy with Conflicting Interests
    • 19:28 - 27:00 - 3000 Bills???
    • 27:00 - 31:49 - The Future of Community

    About Dawn Bauman: Dawn M.
