David Petraeus saw a need for new updated manual on how to actually wage a counterinsurgency (COIN) conflict, as all existing military manuals were showing their age and out of sync with modern thinking.
With experience in Iraq and Afghanistan, he was able to construct the new definitive guide from actual experience and with reference to previous conflicts.
