On September 19, 2024, Letcher County Sheriff Shawn “Mickey” Stines walked into Judge Kevin Mullins’s chambers at the courthouse. Minutes later, Mullins was dead.
This episode follows the shooting, the courthouse footage, and the questions surrounding Stines’s mental state. Court records describe Stines as being in an “active state of psychosis” days after the shooting. His attorneys have also said they intend to present mental health related defenses, including insanity and extreme emotional disturbance. Those defenses have not been decided at trial.
Stines has pleaded not guilty. His trial was moved out of Letcher County, and he remains jailed without bond as the case continues.
